Outdrive unit.

Outdrive will not raise up and down unless the motor is running. I am not sure why it wont raise up and down with just the key on. Is that normal and if not any ideas as to why the motor has to be running to raise the lower unit?

I have a 1985 wellcarft 20 footer with a v-6 185 hp merc i/o
the lower unit has two boots coming from the eng to the lower unit the bottom hose is not conected to the unit is it sopose to be.
