I have a 1998 Evinrude Ocean Pro with power tilt. The power tilt is making a sound like its is cavitating (air in the fluid) in both the up and down position. I have checked the level and it is full and I have cycled the unit fully up and down numerous time which did improve it but did not resolve the issue. If the engine is left down for a week or so the unit will run for about 30 to 45 seconds and will not move unless I help by lifting the skeg and then it goes intermittently still with the cavitation sound. The bypass plug is tight.
