Basically we took off the 4 bolts on the solex carb to get the the float there was an inlet valve that gas came through that had a piece of dirt about an 1/8" in size blocking the gas from being able to get in all the way.

We took it off and presto it went from 3000 rpm's to 4200 and the surging problem disappeard. Also the flat spot disappeared at 1000 rpms.

The other thing that did help and shot it from 2800 to 3200 rpms was getting a new vent it was 50% blocked with crud.
