1997 200hp Mariner EFI Idle problems

I have a 1997 200hp EFI mariner that will run fine til you shut it off and try to refire after fishing for while. Then it seems to load up (flood) and i have to tilt the motor full up and hold the hotfoot to the floor to get it to fire. Then it idles rough, if at all. Any help would be greatly appreciated. Thanks

Diaphram
Plugs Cleaned & New

lift pump diaphram could have a hole in it, the vapor seperator needle valve could be leaking and venting into the air box or the pressure regulator could be bad or an injector could be leaking allowing fuel to puddle. test the fuel rail pressure,watch it carefully at engine shut down,should hold 25 PSI or so for about 10 minutes after shutdown.
by depressing the hot foot it goes into flood clear mode and shuts down the injectors.
