Mariner 200 rough running

Have a 1980'2 Mariner 200. Ran fine last year. After the usual season start-up (fresh gas, check fluids, plugs, wiring, etc). The boat start and idles ok, but at trolling rpm and mid-range, it is dying and seems to be starving or stuttering and stumbling. At WOT, it runs great and screams as it always has.

Any ideas?
