1985 Yamaha 115ETLK takes a while to kick in

Hi all, especially gurus :)

Looking for some help, here is problem:

(time period after starting) - [symptoms during that time]

(1-2 minutes) - consistently creeps along around 2000 rpm
(3-7 minutes) - sporadically jumps here and there like it wants to kick in
(5-10 minutes) - eventually kicks in for good and will be full speed/rpm the rest of the day

Thanks for any insight/advice!

before you detonate a piston, test the ign system while its acting up.
if all 4 CDI outputs and all 4 secondary firing voltages are ok fix the fuel system.
if not fix the ign system.

Oh yeah, it only does this while IN the water... if that makes a difference
