1998 70 horse will not start without starter fluid

The boat will not start without a shot of starter fluid. Once it starts it runs like a champ. Last summer it would cold start fine. We would cruise a half hour and shut it off. The boat would not start. We sometime sat for 2 or 3 hours before trying to start. We had a new fuel pump put on and have had it to two certified tech but still have the problem. Help

First off, NEVER use starting ehther to get an outboard running. There is no lubrication to the cyls upon start-up.

Check the compression. Readings should be within 10%.

Check the spark with a spark tester, not by holding the plug next to the block while turning it over. Spark testers are available from an auto parts supplier.

When was the last time the carb has been rebuilt?

When was the last time the engine was tuned up?

sounds like it could have floats set wrong and is flooding after it sets. Check the carbs esp. floats and inlet needle valve and seat. Quit using the fluid use premix gas there is no oil in ether and it will was all oil out and run dry at the startup causeing more wear than necessary. This is a fuel delivery problem, since it will start with ether. Make sure the bulb is good and carb right, and the choke is operational, but i think that motor should have a primer solonoid, so make sure it is working and the red lever is set to the right position for starting with the key.

Went from a vro to mechanical. Just use a spurt in the airbox to get it running. It runs like a perfect in any rpm after it starts.
