M.C. stern drive, broken bolt

1974 M.C. inline 6, 165 H.P. I just replaced the water pump in the lower stern drive and the manual said to also check the upper stern drive at the bottom where there is a housing with 4 bolts that the water pipe from the water pump slides into, if you have overheated for damage,it also said to carefully remove the 4 bolts to avoid breaking them, I got 3 out and the forth one broke, I'm aware of using a easyout, but was wondering if there are other better ways to get the bolt out, if anyone has had experince removing these broken bolts, I would like to know how you did it, they are 1/4" and could be stainless steel. Thank You

From what I have heard those bolts are a bear to remove once they are broken. Many say it is easier and cheaper to simply replace the upper.

I wouldnt try to fix it. Just use some epoxy to seal it and the 3 bolts will hold it. Let epoxy fully cure before running it.
