evinrude 15hp 1996 hard to start

purchased a used 15hp evinrude 1996 manual start-wont start,first i drainned all the gas out and replaced with fresh gas/oil in tank,next i replaced the spark plugs-still wont start-i have tried every way of using the choke/throttle and have created blisters on my hands from pulling the cord.whats am i doing wrong/ does it matter if the gas tank valve is open or closed?does it matter which direction the fuel hose is attached-the primer bulb has an arrow-the arrow should be pointed going to the motor? what is the proper starting proceedure? i have been pulling the choke out,pumping the gas bulb,turning the throttle handle to the middle-pulling the cord -nothing happens-please help asap jhs771@comcast.net

funny i bought a used 1996 15 hp that wouldnt start as well..but mine was a 4 stroke..

the float needle was glued shut from old gas, and gas could not enter the carb...that was my issue..

then also they have a kill switch in the end of the tiller and it needs to have the clip in place or there will be no spark.

hope the clip is your issue...fast and easy..

after that make sure you have spark...you could take a plug out and lay oit against the block and check for spark as you pull the rope, or go buy a spark tester at the automotive store close by.

Take the drain plug out of the float bowl and give the primer bulb a couple of squeezes; you may have some gel in there. You should plan on rebuilding the carburetor at some point.
