Spinning starter

Hello all. A newbie as of today.Have a 1995 Mercury Tracker Pro
Series 115. I put the lower unit in a barrel and started it. Fired right up. When I turned it off the starter kept spinning but was not engaged. Turned key on/off and it stopped.Can not get it to do it again.I'm afraid this will happen on a long run and I will not able to hear it. Any suggestions would be appreciated.

Sounds like the ign switch stuck for a moment. I would put the motor in forward, so the neutral safety switch prevents the starter from spinning, and exercize the switch. You might spray some penetrating oi into the key hole as well.
