Newbie boat owner with Evinrude questions

Ok guys I'd like to introduce myself as a newbie boat owner. I have aquired a 1975 Sportcraft fisherman 16' with a 1975 Evinrude 70 HP outboard on it. Hasn't been on the water in two years. Once I found the muffs under the debris inside during demolition (haha) I charged up the battery (it's proper), checked the bottom gear oil, checked carbs, and various other components, (fuel filter, fresh gas, proper mix etc.) and fired her up. Seemed to run fine with no load in the back yard. Took her out the other day and could barely idle and would stumble to a stop once I threw her in gear.

Today had it in the garage and removed the spark plugs and found that the #2 cylinder has no spark. I've been reading some posts on troubleshooting and I would consider myself a decent mechanic, just new to the classic outboard thing. Swapped coils on 1 and 2, all coils checked out good (measured resistance too), swapped sensor 1 and 2 wires on the power pack, both sensor wires (1 & 2) fired cylinder 1 (through the power pack slot #1) just fine. So I'm thinking that the #2 slot on the power pack is dead right? All sensor wires (white/black) metered out nice around 10 ohms to the (black/white) wire. I don't have a DVA adapter for my meter but my meter was able to read AC voltages of almost 200v to all three spots on the pack. Don't want to buy a power pack unless it's necessary. Also, if I do need one, which brand? Sierra or CDI? Really looking forward to getting this motor screaming. The boat's a project but it was free. I'll try to post some pictures soon. Thanks for all you's guy's help :) If it weren't for the F150 forum I would have spent way too much time, money, and swearing for something that could be a lot easier.

DVA adapters only contain 3 components, a 1M ohm resister, a diode and a cap. You can solder one up from ratshack parts in 30 minutes.
They're best used with analog meters, I find the digitals jump around too much to get a reading. I built one for $15.

or go with your edgycated guess and swap the power pack.
It looks like you've got it cornered, sounds like PP to me but its not my money.:)
CDI is best.
