legal disable overboard waste disposal

Hi I have a Century 2400 that has a macerator and overboard disposal. I was told by a waterways patrolman on a freshwater lake in Pa that I am not allowed to sleep on this boat unless I plug the thru hull waste disposal I told him I had disabled it by taking off the wire to the switch but that isn't good enough. Any ideas on a legal way to satisfy the requirement?

you are required to shut off the discharge valve and put on a wire tie so that it can not be opened by accident.

He wants a plug because that can be checked from the outside. Otherwise, he has to board every vessel to confirm it was disabled internally.

He can check it from the outside? Mine is under the boat. He's more than willing to go under and look for a plug but, boy, is he gonna be pi$$ed when he doesn't find one after the swim.

Or, he can just inside the warm salon and see that the valve is closed.
