Is this missing piece important?

This is the 1987 Mercury 60HP motor I am working with and tonight I noticed when I trimmed it up, I seen this open hole and it looks like some kind of round piece is missing and I am wondering if this is something crucial that the motor has to have. I have included 3 pics so that you can see what I am seeing that I think is missing.

Yes, that is your sacrificial anode that keeps your engine from being damaged by galvanic corrosion. But more importantly that is also called a torque tab. It is typically installed offset a tad to counteract the torque generated by the propeller. That's the force that tends to pull your steeting wheel out of your hand and make the boat turn in circles. The new one is less than $20 and you can find them at all marinas and most sporting goods stores.
