Loose Steering On outboard

i know its really not the engine that matters but not sure where else to post. i have rack and pinion steering and its real loose, like when i let go of the steering wheel the engine will not stay in place it turns all the way left or right. It does it with the boat moving, parked or trailered. Just wondering if there is a adjustment or if its broken. Its on a 1991 bayliner cobra with a 120 hp force

Sometimes the steering wheel base will have a tension adjustment screw.Look for that.
Most won't move that easy.
If it's that big a problem then look into a new steering system with an adjusting screw.J
