2005 90HP Starter Trouble

Last weekend I went to take my boat out only to find it would not start. The batter is fully charged (we jumped it just to see if it would start) and you can hear the started spinning. It is a 90HP salt water addition so getting to the started was fun bur we could finally see the atarter spin just not pop out and engage the fly wheel. I removed the starter and took it to a marina and they tested it and the solonoid and they thought it was fine and told me to check the connections. Does anyone have any advise on how to check the connections? I have a multi meter that I will use but should I check first with the power disconnected or not?

The two most guilty connections are where the battery ground cable bolts to the engine block and where the battery + cable bolts to the starter solenoid.

Additionally, the cables themselves sometimes get corroded internally and require replacement, and the battery terminals where the cables attach often need cleaning up.
