I am looking to for the correct voltage for the components within the engine. I have the wiring diagram for this engine, however I would like to know what the voltage for Pulse Pack, ignition coil, starter, etc. should all be with the key on and/or the motor turning over.

Pulse pack input (red) and starter motor should be battery voltage. By "battery voltage" note that it will drop some under cranking load, but should still be around 11V +/-.

You can't measure the pulse pack outlet with an ordinary voltmeter. A DVA meter is required (Peak reading voltmeter). I don't know the specs offhand, but it is somewhere around 300 volts in very short pulses.
