7.5 will not start with the choke

This old 1973 7.5 HP is a strange one. It will not start with the choke, period. When I prime it hard fuel will spray out of the throat of the carb. A couple of pulls with the throttle in the start position and she fires right up. If I try to gently prime it and start with the choke closed it won't ever start. I know it's flooding with the choke but it's odd that it doesn't need to be choked, ever. Just prime and pull.
Don't get me wrong, I'm not complaining. It's just odd to me.
