1971 40hp Evinrude no water flow

I got the motor running today, starts up fine, idles fine, but no water flowing out. I used the old trashcan method and don't know if this is sufficient or not. The water level was above what I am assuming is the intake port if that's what its called?!
Any suggestions on what to look for first. I don't think this thing has been started in probably six years.

Using a trash can the water level has to be very high, like midway up the leg. I block up the trashcan (old skool metal one) so that the bottom of the gear case hits the bottom of the trashcan and then fill it up to to nearly the top.

After 6 years, it is time to replace the impeller....that old one may come apart into small pieces and clog up the cooling system.
