not anything to do with the fluid...either wiring problem or relay problem..check voltage coming in from the T&T switch to the motor. should be a red, blue, and green wire going into a connector or straight wired. red should always be 12 v blue and green are your up and down, if you get 12 volts on one of them with trim switch turned to the up position and no 12v on the other with it in the down pos, then you got wiring or switch issues, if you got 12v then you got relay problem, you can usually hear the relay click if it is working. but they can click and not work too.
