Tandem Axle - front wheels or axle locked

I was wondering if anyone out there can help me out. I have a tandem axle trailer. When I went to pull it out of my driveway the front axle/wheels locked up. The rear axle/wheels turned fine, no problem. The front wheels have drum brakes but have never been connected. Any ideas on what is causing this and how to fix? Appreciate any input. Thanks.

sounds like the brake shoes may have rusted to the drum
my semi trailer used to do that, could just go under it and hammer on the shoes to brake them loose.
but with the boat trailer you will have to take the tire off and tap on the drum while trying to turn the wheel to free them

Jack up one side at a time, remove the wheel and hub and see what's going on. Chances are the brakes are locked up because the shoes have seized onto the drums. Not likely the bearings but it could happen.
