Those look a lot like the exhaust shutters!

Exhaust flappers. They go in the Y tube inside the boat. You can do a search and find a lot of info on them in the forum. It's a common prob.

You can go to the top of the forum, Adults Only sticky and download the OEM manuals for your engine and outdrive and see how to replace them. Good luck

If you have a V-8, here's generally where they go.....


#7 below... it's a picture from Doug Russell parts, but you can probably get them right here on iBoats!!

Done the same thing last week, I think you will find they are the remains of your flapper/water shutter, that lives in the exhaust pipe ,you need to replace to keep your engine safe from sea water,
