i have a circa 1990 Mercury 60 hp outboard, had the boat about 2 years, removed it from the water nov last year, not ran since. Attempted to start yesterday battery is fully charged. All it done was made a ticking sound, i have rpelaced the relays on top of the engine but failed to make a difference. Any ideas?
