Engines won't go up

I have 2 200 HPDIs hanging on the back. I have the 704 binnacle control box.
The engines won't go up when I push the up button on the handle, but they will go up when I push the individual buttons on the front of the box. There are no problems with the down buttons.

I tried to remove the cover, but I couldn't loosen any of the four screws.

Can Someone point me in the right direction?

yes I can
do you have an ohm meter?
the screws rarly come out but a nice sharp chisel and a 32OZ hammer makes quick work of them.
but first lets test before hammering.
