Cut Out

I have a 1995 Johnson 130hp. I bought it and it ran fine. Later at a different lake it began cutting out at high speeds. I cleaned tank and replaced gas.... it then ran worse. I replaced the plugs and it ran GREAT for about 3 minutes. Next, I cleaned the carbs and it runs ok now but not WOT. Any ideas? It also consistently cuts out when I rock the boat side to side.

Thanks for the info. It recently stopped pumping water. I am about to put a new impeller in, is there anything else I should look at?
