I'm trying to drop the lower unit on my 96 Mercury 9.9 I got the three 1/2 inch bolts out ,the lower unit drops down about an inch and stops ,seems like the shifting rod or something is keeping it from droping down..How do I get the shifting rod loose? I 'm going to replace the inpeller..
