whats up with my throttle

Hey guys. I've got a 1988 110 evinrude v4. My problem is in the throttle. It has no problems shifting from idle to fwd and reverse but is very stiff after about half throttle, and the motor doesn't turn any higher rpm than idle in reverse. I just got the boat and the guy said the throttle/shifting and steering cables were replaced last year.(They do look new). So any ideas. Thanks

disconnect them at the motor and see if they move freely. sharp bends in the cables make them hard to move also. sellers have a way of saying something was just replaced, ( 6 years ago.)
