Proper shaft length?

I've measured my transom and it is 20.5" in length. This means the boat is designed for a longshaft outboard. However, I'm having difficulty locating an appropriate length motor. I'm looking at a motor whose cavitation plate sits about 3-4" above the keel. Am I going to be cavitating all the time, or is this an acceptable distance from keel to plate?

I'd hate to buy the motor, fix it and not be able to use it.

Even to about an inch or so above is typical. 3-4" would probably not work out.
