not reving up enough

i have a johnson 8 hp and it starts right up and it revs up fine in neutral. but as soon as i put it in gear and twist the tiller to rev it up it doesnt rev up like its supposed too. just about half way. what could be wrong?

dirty high speed jet in carb. only spark on one cylinder. weak compression on one cylinder. neutral safety lever not releasing, not allowing the throttle/timing linkage to advance. any of these.
