Tilt Problem on OMC sterndrive

We just got a used 1984 seaswirl spitfire with a gm v6 and OMC Sterndrive. The Sterndrive is model 983487 serial No.J362544. Anyway it went great on the water and started right up however we cannot get the engine to go back up. Brand new battery too. We did notice some water in the tilt mecanism box I think its called so refilled it and it. And it was very slow working before we took it out. Now though we cant even assist it as it just makes one click when you try like the battery is dead but its not. Does this sound like electrical or is it that water is getting in that mechanism box? IU did just get a manual but the only one they had locally is a clymer and it seems a little hard to follow. Any help will be appreciated.

"makes one click" could be the bad solenoid.
I would check the solenoid first, there are 2 + corroded connection.
water in that housing is not good, what did U fill it with? U are only supposed to use 30WT oil.
Check the trunion bearings, make sure they are lubed up.

The big problem with the "stringer" drives is the tilt clutch box ALWAYS leaks even if you reseal it. The water gets in and oil being lighter than water floats up the shaft and gets in to the motor where it softens the insulation on the wires and they short out. Or you just get water in the motor and it corrodes.

Could also be the solenoids.

Once you get it fixed, you must check the tilt clutch box just about every time you go out. Keep the water drained and the oil in.

This sounds like a Stringer drive with the tilt gear and mechanism.
No trim pump on it.
Not really familiar with Stringers but someone here will chime in soon.( and they did)...lol!

take a 9/16" wrench - undo the 3 bolts port side of the drive. Remove the triangular quadrant gear. Lift the drive by hand and reinstall the quadrant gear.

That will get you on the trailer.

Then start filing all of the wire terminals shinny at both tilt relays. File all the black factory sealant goop off. Then remove the two 50A barrel fuses starboard side of carb. Clean the fuses and housings. They will be rusty.

If still no lift, replace the tilt motor.
