Tilt Trim problem 1997 Force 40 HP

Hi I have a 1997 40 HP Force. For some reason my tilt and trim pump is running in the up position without pushing the up button. I checked the wires on the switch and everything is okay. I even unplugged the switch and have the same problem. The trim motor keeps running. So I replaced both relays with no success in solving the problem. I was able to disconnect the wires supplying power to keep it from Burning up the tilt and trim motor. I reversed the wires and was able to get the motor to go down. What would cause the motor to have power to it all the time? Any help would be greatly appreciated. Thanks

I found the problem. The wire that connects to the starter solieniod was grounded out on the block. This fried the wires to the switch that runs the tilt and trim. I found the connecting block to the wires that run the switch and ran new ones. Everything is as good as new.
