exhaust cover torque

I am putting new gaskets and bolts into my C85 hp yamaha 2 stroke exhaust cover. The cover is stamped 1.8kg/m3. Double checked the manual and this is 13 ft/lb or 156 in/lbs. Seems a bit much. I am going to put never seize on the bolts. Does this change the torque -should it now be less? The bolts are M8 x 1.25.

Torque them to spec with the never sieze and clean out the holes first.corrosion will alter your torque readings.
