Spray some Break Free, PB Blaster or WD40 on the tube, and any part that moves with the tilt on the mount, let it sit for a couple of hours. Reach behind the mid section and lift the locking jaws, grab the mid section and PULL. When you get it to move, spray everything down again, PULL....keep spraying and pulling. When you get it move up all the way, lower and raise, lower and raise until it frees up all the way. Just keep working it with penatrating oil, eventually it will work like it should. Then keep it lubed to keep it from sticking again.
