Head gasket bolt torque on a 80 or early 90s model johnson 40hp

Hey, i was just wondering if anyone knew what to torque the head bolts down too. I heard 12 pounds and that's what i did and I am still having water leak from around the gasket but 12 pounds just doesn't seem like enough to me. If anyone knows please let me know thanks.

18 to 20 ft lbs. Retorque after a cool down.
