Need Advice on 1984 18 ft center console repaint Bottom?

Hope this is the right forum?
I just got this boat and want to paint the bottom,It seems to have a few coats on it but was never sanded properly before it was painted.I would like to know what to use to get the old off without any damage to the Fiberglass and what to prime an paint with?
The bottom is not slick it looks like a old piece of wood thats been scraped and painted over an over but never really sanded,hope that describs it?any ideas will be greatly appreciated.

yea thought of that but not that computor savy and the color is real dark on the bottom and not sure it would help?But thanks and I'l try to get some pics up.

Ayuh,.... Sounds like Bottom Paint,...

Either keep scraping, or sand it off....
