Starter grinding on Flywheel. Wont Start

I have a 4.3L GS Volvo Penta Motor. Boat Was Starting up fine till the starter went out in it. I Brought the Starter to a Starter Shop and had it tested. They said The solenoid was bad. I went ahead and bought a whole new starter and solenoid from the starter shop and put it back on the motor. When I started it back up it started to turn over then made a loud Grinding/Clunking noise. I brought the starter back thinking it might be the wrong one he gave me a Different started and the same thing happened. It will start to turn over then Grind and bind up. I turned the pulleys and made sure all the teeth where on the flywheel. I tryed to Shim the starter down but it just made it worse. I Did buy the starter from an Auto starter shop.Should I buy one from Volvo or might something else be wrong? Please Help!!

Ayuh,... I'm guessing it's Other problems,....
Will the motor turn over 720? with a Wrench, instead of the starter,..??
When you looked at the flywheel,... Just how bad are the beat up teeth,..??

I had trouble with my starter earlier this year. When the previous owner had the starter replaced, it wasn't pushed up toward the block before torquing down the bolts. (This is a 2 bolt starter) I

I wasn't sure if the starter gear was hitting the flywheel, or just not engaging the flywheel teeth fully. When I reinstalled the starter and pushed it as close to the block as I could and then tightened down the bolts, it allowed the teeth to fully engage and I haven't had any problems since.
