Mariner 9hp starting - I am missing something

My Mariner 9 has never missed a beat, until last weekend, ran for 15 mintues, then would not start.

Spark OK
Fuel in filter and plenty of pressure at bulb
Cleaned carb, fuel lines and tank
Tried new plugs

Got it to fire by manipulating the timing retard arm connected to choke after inserting new plugs. Stopped with kill switch and then started ten times in a row. Put zip ties on fuel lines, replaced cover, then nothing, wouldnt fire.

Went over everything again, checked spark OK, plenty of fuel.

There must be an intermittent spark issue somewhere, but I have run out of ideas.

Tried again today and it started and ran again by moving the arm attached to the choke and running up under the flywheel..

There is a fair bit going on with that choke mechanism, an arm to some sort of timing advance/retard/cut off under the flywheel.

Any ideas before I pay a mechanic? Maybe the zip ties are the wrong colour? I am sure somebody else would have seen this before. Crank angle sensor maybe?
