throttle and shift connections

I?m completing the restoration of a 1985 Bayliner 2450 cruiser with a command bridge. I need to know how to connect the throttle and shift cables to the control arms. The boat came with no motor, so I have no reference. Currently I have both upper and lower shift cables going to the Volvo penta outdrive connection. Both throttle cables go to the carb as seen in all online photos. When the cables are connected to the control arms by a clevis, the motion is too stiff to operate safely. Are the upper and lower control arms suppose to move in unison or is there a mechanism that I am missing to allow the lower arms to move and the upper control arms to remain stationary. I?ve only operated boats with a single control handle. Thanks.
