What am I missing on the Carb?

When the engine is running, the high speed adjustment spins itself freely, making adjustment settings impossible to maintain. Is there an o ring that needs to be in there that I am missing?

if tightening the packing nut that the needle slides thru dont work,you need new packing.I have made my own for yrs.Get some teflon plumbers tabe. fold a one foot piece on itself 2-3 times,then roll it in you palms to make a long thin round packing,wrap a few turns on the needle ,after you haveremoved the packing nut.there should be washers in there too,if they got lost over the yrs,you can do without with this packing,after you wrap a about 3 times,tighten down the packing nut til the packing is packed,,you also want to tighten the needle all the way prior to starting,if the needle still feels loose,add packing to the packing already in place,when you cut the packing,you want to try and cut it in same location the starting point was ,that will insure they are about same length,continue adding til the nut does the job,the nut does not need to be bottomed out,idea is as the packing wears ,you can give a half turn to tighten

#47 o-rings from true value hdwr work great for packing. It'll work alone, or on top of the old dried out packing washer (they can be a bear to dig out). Works w/all needles on '52-'73, 2-40hp Johnnyrudes.. It's also the correct size for the fuel shutoff valve for the old tank on top 2.5, 3, and 5hp's
