I have an 87 evinrude which is running great at idle and in gear up to about 2500-3000 rpm the engine cuts out but does not stall starts choking like it needs fuel. I push in the choke on the ignition key before i get to stall point and the boat will run full throttle sounding great . I had carbs rebuilt w/ new kits and have new fuel tank with new fuel separator, new lines. I had new thermostats put in. new control box. I am running out of ideas and cash LOL. my mechanic is baffled and I am clueless. It is a 140 VRO looper w/ the oil injection unit removed. (was reccomended by mechanic saying that if the oil pump goes on these engines it will seize engine better to mix oil) If anyone can help me it will make my life alot easier(wife riding me big time breaking my stones about the lemon engine bought) Thank you for any input and for having such a great informative web site.

If you push in the choke and it's running full speed something in the fuel circuit is the issue. What if you try pumping the primer bulb to see if it helps, that may point to a fuel pump problem.

Connect a external fuel tank and test it will isolate the on board tank and any vent/clog issues it may or may not have.
Did this engine ever run correctly ?
Are you the owner for how long ?
Carbs cleaned ? Compression ?
Post all info faster way to troubleshoot..

Could be a couple things

1) I know you said that the carbs were rebuilt, but it sounds like you have clogged jets.
2) could be that the floats are adjusted incorrectly, if the bowl level is too low the motor will not properly draw fuel at low speed.
3) Have you checked the compression? If the rings are stuck or worn, not only will you have low compression in the cylinders, you will have Low vaccume in the crankcase. this will reduce the vacumme needed to draw fuel at low speed.
