Id check that the throttle is closing fully and that the throttle butterflies are also closing as they should be...

Is the fast idle lever on? Year/serial number might be of help too.
Check your butterflies in the carbs. See if they move. Its either the idle is set to high, the cable is missadjusted, or not connected at all. The control box is out of adjustment, or the cable/control box is NFG.

Remove the wrap cowling and see if the throttle is pushed closed by the throttle cable. The throttle should be completely up against the stop, when the handle is in neutral and the cold start lever is down. If not, remove the barrel nut from the clamp and adjust it to push the throttle closed.
