Johnson motor low compression and year ???

I just pick up 15 Hp Johnson motor model #015REOD and serial#C03942416 for $360. The owner advertised as 1989 model year but I am not sure it is right. This one has shift lever in front instead of typically at side of the engine. The ower told me it was hard to start since it had been in storage for long but compression showed bottom cylinder was low 40 psi. (top cylinder 90 psi.).
Where do I start to make the engine run good again?
Do I need to tear it apart to rebuild it ?
Is it a good and reliable engine likes old style (seahorse, big twin etc.) ?

if it hasnt been ran in a while it may just have some stuck rings......... if you are lucky a decarb may help.

otherwise you will have to rebuild it..... a 10% variation is the recommended max
