Volvo Penta 4.3GL Fuel Problems

I have a 2001 Larson SEI 19 FS with a 4.3ltr GL, all summer it ran fine, but in later August I noticed that when pulling the tube it seemed like it was flooding at 15mph - 25mph, but after 25mph seemed to run fine. Out of gear in the water it seems to run fine, but under a load is when is acts up.
I was is debate of were to begin, I was thinking either the electric fuel pump or the accelorator valve on the carb?
Any Suggestions

If it's flooding, I doubt it's the fuel pump or accelerator pump. Neither would cause flooding.
Choke adjustment, needing a tuneup, carb adjustment maybe, but not what you suggested.

When the engine is acting up I checked the choke, and played with the adjustment and it made no difference, I also changed all the plugs and checked the wires.
Do you think that it could be in the distributer?

Are you sure it is flooding, and not a lean condition causing the problem? Does it backfire thru the carb when you accellerate hard?

Nope,... I think it's a Carb problem....

It does not back fire when you Accelerate hard.
How do I check to determine if it is running lean??
Is it better to rebuild the carb or buy a new carb??
