Winterization. How long will it last for?

I have a 99 Evinrude 150 FICHT that was winterized professionally in MASS. The boat sat for 3 years OUTSIDE and finally I have got time to use it again. Brought it to a marina to have them fire it up and they told me the engine is no good. The engine was running perfect when it was winterized.
1. Should I have had it winterized every year even though it wasn't used?
2. Should I get a second opinion?
3. They also said that the engine was all varnished?? I would assume you could soak it and get the varnish removed?

Any suggestions or help deeply appreciated!
THANKS

Maybe the carb(s) wasn't drained and it was varnished? That is fixable. Normally, if properly winterized, all I would do is re-fog the cylinders each season. If the gas is drained, there is not much else to do to it. Why not try firing it up yourself? Get some fresh gas, clean the plugs and see what happens.

It would be interesting to know if the man you dealt with was trained to work on the Ficht engine . Ask him what the trouble shooting code's were when he had it hooked to the computer.
