won't start with key

I have a late 60's Evinrude 40hp big twin. It won't start with the key. If you jump the starter it runs great.
Any suggestions where to start?

Start by checking all battey and electrical connections, should be clean and tight. Then check voltage to starter solenoid when key is in the start position. If you have voltage there, check vlotage on the starter side of solenoid at the battery cable that goes to starter, with key in start position. If voltage there check voltage at starter itself when key is in start position, if you have voltage there it is most likely the starter it self.

All or this assuming it is in neutrial.
