1962 or 63 Johnson 10 hp ouboard power and fuel problem

I have a johnson 10hp outboard. 1962 or 63. When i run the motor, the glass fuel bulb turn to a milky white. I then dump it and prime clean fuel into the bulb. after running it turns back to milky white. the gas seems to be clean when i prime it. what is the problem? Another problem-The motor seems to not giving me the full 10 hp when throttle is open all the way. I checked the carburetor and it is open all the way. This has been happening before the milky fuel. What could this be? Thanks

Lack of power sounds like it is only running on one cylinder...check for spark at both plugs. The milky gas thing...are you running it on an external tank? Don't of any way/reason for the gas to turn milky white unless there is contamination in the tank.

Milky means water in the gas. How old is the fuel? Today's alcohol enriched gasoline can absorb a fair bit of water from the atmosphere. Enough water in the fuel can cause all sorts of issues, including fouled plugs, etc. which could be your issue. Fix the fuel problem before attempting to fix anything else...

It does have an external tank. I got "fresh" gas the morning i found this problem. I didn't have the problem until that day. The day before it was fine. I changed the sparkplugs and still doesn't have full power. I can't get the flywheel off to get to the spark plug wire contacts. any suggestions?
