Johnson 20 horse cylinder has water

I just recently bought a boat that has a johnson 20 horse outboard on it when i pulled the plugs today the bottom cylinder was full of water. The motor has electric start, neither that or the recoil will get it to turn over. Is this motor junk or is there anything i can do for cheap to get this motor back in the water and running? the model number is 25RL70E

Sounds like the motor has a blown head gasket. Also read the top secret sticky to learn more about waking up a sleeping motor.

pull the head for starters,then see hoe badly rusty the cyl is,you may be just a bit stuck,but if the water was there for a long time,you likely need to disassemble to do a further anaylisis of damage
