1989 50hp merc outboard, carb problem?

i just bought a 1985 glasstream bass boat, with a 50hp 2stroke 4 cyl.
it is my first boat so i am not sure of a few things. i bought the boat with the understanding that there was an idle concern. what i have noticed is this, when you pump the primer ball and do not stop pumping fuel begins to leak out of the throttle plate opening in the lower carb. this concerns me being i always thought you were to pump the primer ball until it became hard and i have never experienced fuel leaking from the throttle plate. the motor seems to have a hard time idling and the only way i have any real luck getting it to start is to use the electric choke and have near to full throttle up engaged. if i start to back off the idle up the engine will die before i can make it to closed throttle position. any suggestions to help this novice boat owner would greatly be appreciated.
