1991 40 hp Fuel and rpm issues

I have been having problems lately with my motor not coming up to full rpms under load. When I run the throttle up the engine bogs down when i hit the electric choke it picks up rpms. I have changed the spark plugs and checked all of the fuel lines and fuel pump. It seems when I run the motor out of the water the rpms are fine.

This is a common symptom of a fuel system problem. Instead of spending time trying to locate the specific problem it's best to perform preventative maintenance on the entire fuel system if it has not already been done within the last few years. That is, replace all the fuel lines, rebuild the carb and fuel pump and don't forget to completely drain and clean the fuel tank. The motor will always run better when it's not under load i.e out of the water.
