If you want the real answer..... many outboards need to be level when starting or tilted as close to the transom as possible...... gas does not like to flow uphill and he had his engine tilted completely the wrong way.

I watched a training exercise at the ferry docks in Vancouver one time. They lowered a life raft off one of the new ferrys with 2 guys in it. The instructor in the front and the new guy at the back with the motor. That poor guy must have pulled on the cord trying to start the motor for a good 10 minutes before the instructor finally came to the back and turned the switch on. It started on the first pull. There was about 50 of us up at the rail and we all started clapping and chearing after it started.:D
