1974 85 evinrude loss of power with a load

I have 1974 85 horse evinrude that loses power under a load. I go to take off and it will run good for about a minute and bogg down. I changed the power pack, coils, checked compression, checked spark, cleaned carbs, and installed an in-line fuel filter. It runs fine out of the water but when it gets in the water under a load it acts funny. But its not funny. HELP:confused:

Does the engine actually quit or just slow down? If it just slows down it sounds like you are running out of fuel at high speed. Try pumping the primer bulb when this happens and see if the engine picks back up. If it does, your fuel pump or an air leak is the problem.

Did you check for spark when it started to run poorly? Ignition problems tend to show up a few minutes-after the engine reaches normal operating temps. An inductive timing light will show if any plug wire is not firing properly.
